Promoting Health Technology Assessment Across Ukraine

One of USEHC’s key priorities is to raise awareness and strengthen competencies in Health Technology Assessment (HTA) among healthcare professionals. Since 2019, our community has conducted a series of on-site lectures and practical seminars across eight regions of Ukraine — Lviv, Odesa, Dnipro, Vinnytsia, Zhytomyr, Kyiv, Kyiv region, and Poltava.
These educational events targeted healthcare facility managers, clinical pharmacists, physicians, health economists, and public procurement specialists. The main goal was to implement HTA fundamentals into routine institutional practice and promote a data-driven approach to healthcare management.

Collaborating with National Institutions and Medical Universities

Between 2023 and 2025, USEHC has actively collaborated with national health authorities and academic institutions to provide advanced training in Evidence-Based Medicine (EBM) and HTA.
In 2023, a specialized HTA training session was delivered for the National Health Service of Ukraine (NHSU), alongside a practical seminar for the “MSD Ukraine” team on decision-making in the HTA context.
In 2024, faculty members of the Cherkasy Medical Academy and healthcare providers from the city took part in a comprehensive EBM course aimed at strengthening clinical decision-making based on the best available evidence.
In 2025, USEHC partnered with Bogomolets National Medical University to deliver a certificate program on HTA, supporting the integration of evidence-based frameworks into the medical education curriculum.

Practical Engagement with the Pharmaceutical Sector and Public Health Experts

USEHC continuously works to ensure that the principles of evidence-based medicine are adopted not only in public health policy but also in the corporate healthcare sector.
In 2024–2025, a series of two-day hands-on workshops titled “Introduction to Evidence-Based Medicine” and “HTA Fundamentals” were held for major pharmaceutical companies such as “Yuria-Pharm” and “B. Braun Medical Ukraine.” A special focus was placed on health technologies including medical devices, where standardized and evidence-informed evaluation is particularly critical.
These events also brought together legal experts, public health professionals, and civil society stakeholders, fostering an interdisciplinary environment for promoting efficient and science-based healthcare innovation.
